The Question that Answers

And if I told you the answer to a terrible question could save modern society, would you inclined to try answering it?

Then allow me to ask you this terrible question...

   « Why, the migrant problem? »

An answer like
   « Because if creates inflation by increasing rental prices »
   ...   does not answer the question. It is an effet.

And answering with
   « The drought forces so many people to migrate »
   ...   does not cut it either. It is a cause.

Asked differently, the question could become:

   « What transform the fact that humans need to change country in order to survive into a problem? »

or again:

   « Where comes the fact that poor people entering a more fortunate country cause a problem? »

Maybe it is not precise enough, but I don't dare give more hints.
Treading the path leading from the Question to the Answer is too important.
Understanding the Question is in itself ALMOST the Answer... and therefore suggests the Solution.

Hoping some of you will take part in the exercise, because I need help to make the implementation of the solution a reality.
